How to Fix Database creation error:'res.users'

When create new database, it is often we experience error with message "Database creation error: 'res.users'

To solve this issue. before creating the database, remove the custom addons path from odoo configuration file, restart then create odoo database, once the db is created, bring back the addons path and then install the modules.
